Defect - Hose Bibb
The
outside hose bibb (shutoff valve) shown in the photo above was
taken during a final "punch list" inspection of a
home under construction in Orlando, Florida.
Unfortunately,
this makeshift "box" encasing the fixture not only
renders it unusable to the homeowner (without scraping their
knuckles), it will create additional problems (and costs) in
the future. If the valve should leak, the water will be
forced into the wood framed walls behind the stucco. In
addition, during repair or replacement of this fixture, the
stucco will have to be broken away and replaced.
This
framed "box" was installed by the builder as a
solution to correct a loose hose bibb that was not properly
secured to the structure (see photo below).

Fixture
shutoff valves at outside hose bibbs should be routinely checked
for proper operation.
Brand name spray-type lubricants can often loosen
stubborn valves and prevent against freezing up.
If this method is ineffective, a licensed plumber
should evaluate and/or replace the valve to ensure future
operation when needed.
Visible corrosion at a shutoff valve, fixture or
fitting is an indication the fixture is leaking and requires
attention.
